Definition

What it is

A discipline that manages the rights, constraints and commitments a project holds over territory, and projects their evolution through time.

It treats concessions, mining titles, easements, water rights, infrastructure, environmental commitments, closure obligations, regulatory constraints and geospatial information as a single portfolio — with expiry dates, obligations and interdependencies — rather than as separate files held by separate departments.

The output is not a register. It is the ability to answer, before capital is committed, whether a territorial decision will still hold for the full life of the asset.

The site chosen for the new concentrator is technically viable today. It comes online in year seven — the same year pit advance and the hazard area reach it. Six years later a neighbouring facility hits its committed closure date. The decision was not wrong: it was made without a time axis.

Geospatial integration of every layer in a common reference frame, with inconsistencies between sources made explicit rather than quietly resolved.

The time axis: pit and dump growth, committed expansions, expiring rights, climate scenarios and regulatory timelines. This is the step others skip.

The points and moments where two uses come into conflict, with a territorial window calculated for each alternative.

Decision

A recommendation with compared alternatives, declared assumptions and the cost of delay. The deliverable is a decision that can be defended to the board and to the regulator.
